Would this chopper kit fit on a different motorcycle?

specifically a 79 XS1100 Special?

It might, but there is no way to know for sure without the ID and OD of your steering bearings as compared to the ones in the kit, as well as the relative length of the steering stems. There is no particular reason to expect it to fit. The XS and the XVS are totally different designs, from different eras.
